A highway in Indiana could one day charge your EV while you’re driving it

Construction of the pilot project on U.S. Highway 52 began this month. State officials hope it can help quell range anxiety and electrify long-haul trucks.

Blake Dollier spoke excitedly as he watched the construction crews pulverize concrete along a quarter-mile stretch of U.S. Highway 52 where it passes through West Lafayette, Indiana. Soon, the Indiana Department of Transportation, or INDOT, where Dollier works as the public relations director, will install a series of copper coils under the highway’s surface to test a new technology Purdue University researchers developed that can provide power to electric vehicles wirelessly as they drive past. “Wouldn’t it really be something if we could just drive over the road and catch your charge for your vehicle as you drive across it?” Dollier said during a phone interview, watching the progress from the parking lot of one of the department’s satellite offices in West Lafayette. The state began construction of its new pilot project this month, and officials say they believe it could spur greater adoption of EVs and redefine the way people think about them. The project, they said, which is being done in partnership with Purdue and the engine manufacturer Cummins Inc., will be capable of providing power to vehicles even as they cruise by at speeds of up to 65 miles per hour. Ultimately, Purdue researchers and state officials hope the project will open up EVs to a wider customer base, largely by reducing battery costs and quelling concerns over range anxiety — the fear that an electric vehicle will run out of juice before reaching its destination. One in four U.S adults say that they would seriously consider buying an EV for their next purchase, but more than half of those who don’t want to buy an electric vehicle blame range anxiety, according to a survey conducted by AAA last year. Courtesy of Consensus Digital Media While Indiana’s project wouldn’t be the first “dynamic EV charger” in the nation — Detroit installed a similar pilot project on a residential road last fall — it would be the first time the technology was installed on a highway. If successful, the technology could also help to electrify long-haul trucks, which are among the most difficult vehicles to decarbonize, said Nadia Gkritza, a civil engineering professor at Purdue University and the project’s lead researcher.  That’s because heavy-duty trucks would require significantly larger batteries due to their size, weight and the long distances they tend to travel, Gkritza said. However, she said, if they could receive power as they drive, it would allow those vehicles to carry smaller batteries, lowering overall costs and reducing the number of stops to recharge. “Really the possibilities are endless,” INDOT’s Dollier said. “And we’re just hopeful that this is something that can really benefit a lot of people here in the state of Indiana and maybe even across the country going forward.” INDOT says the pilot project should be complete by next summer, though private vehicles won’t be able to use it — at least not yet. Cars and trucks must be equipped with special receivers for the wireless charging to work, meaning current models are incompatible. The coils are installed underground and use magnetic fields to deliver the electricity wirelessly. Each coil only activates when a receiver is above it, Purdue researchers say, so the infrastructure won’t pose a threat to pedestrians, animals or other vehicles. Kaylee Dann, executive director of Greater Indiana Clean Cities, a clean energy advocacy nonprofit that isn’t involved with the project, agrees that the new technology could spur greater EV adoption in Indiana and nationwide. In fact, she said, the project is coming at a time when more and more Hoosiers are choosing to go electric. While Indiana’s overall EV adoption rates still pale in comparison to California and other leaders in the EV market, the state saw an astounding 1,200 percent increase in registered electric vehicles between 2016 and 2022, according to a state report published last year. Some 24,000 electric vehicles were registered in Indiana last year alone, according to the state’s Office of Energy Development. Dann believes that leaning into EVs has been a smart financial move by the state as the nation pivots to cleaner transportation options. Two recent federal policies — the 2022 Inflation Reduction Act and the Environmental Protection Agency’s new tailpipe pollution standards, finalized last month — are expected to dramatically increase domestic production of EVs nationwide in the coming years. Inside Climate News Indiana is already experiencing some of that economic gain. According to a state report published last September, Indiana has received about $8.2 billion in investments related to EV production since 2021. Those include a $3 billion investment by General Motors and Samsung to manufacture EV batteries in the city of New Carlisle and an $803 million investment by Toyota to expand its EV production in the city of Princeton. “We’ve seen a lot of investment from manufacturers,” Dann said. “So we’re gonna see a big influx of EVs being produced in the state.” But the biggest benefits to the state could be environmental. In its annual State of the Air Report, the American Lung Association ranked the Indianapolis metro area the 10th worst city in the nation for year-round particulate matter pollution known as PM2.5. Regular exposure to PM2.5, which is produced any time something combusts, has been linked to increased health risks, including greater risk of asthma attacks, cardiovascular and lung diseases and even premature death.  Because EVs draw power from batteries, not from burning fuel, a higher adoption of them would lead to better air quality for any state. Gkritza said that reducing air pollution is one of the broader goals of Indiana’s pilot project. “Greenhouse gas emissions, air quality, these are really bad across those freight corridors, transit corridors — we have communities that are negatively impacted by freight movement,” she said. More EVs also means fewer greenhouse gas emissions, Dann said, which helps to slow climate change. Transportation is America’s largest source of greenhouse gas emissions, according to the EPA, making up nearly a third of the country’s carbon footprint. In Indiana alone, EVs contribute 60 percent less carbon pollution than their fossil fuel counterparts, Dann said, despite the fact that the state’s electricity — the fuel for EVs — is predominantly produced by coal-fired power plants. More than half of the state’s electricity in 2021 was generated by coal, according to the Indiana Department of Environmental Management.  Having strong EV charging infrastructure in Indiana could be a boon nationwide, given the state’s centralized location in the U.S.  Indiana has more interstate highways passing through it than any other state, Indiana Governor Eric Holcomb touted in a 2021 report. At every social gathering of middle-aged people I’ve been to recently, almost everyone has an “I tried a THC gummy bear because I couldn’t sleep and found myself in the emergency room or about to call 911” episode to share. The weed from when my friends and I were younger pales in potency to the variants available today. And taking a hit, a slice or a pill can feel like dropping acid during the ’70s did. (At least from my limited experience, this seems to be a fair assessment.)A friend told me that she ate a gummy on vacation to relax and avoid getting seasick on a boat. But instead her teeth felt thick, she couldn’t keep up with the conversation around her, and she thought she was having a stroke. “I had a two-minute delayed response to everything, so I just went to bed and slept for 10 hours,” she said.One man I met told me he was having dinner at a country club with friends during Dry January. When he declined a drink, his waiter insisted that he try the club’s new seltzer, an artisan extract with the tag line “THC for the people” and the quote “Caution is the path to mediocrity” by author Frank Herbert on its website. He was unaware of how high he was — or that he shouldn’t be operating a motor vehicle — until, on the way home, his wife turned to him when he stopped at a green light and asked what he was doing. “I have no idea,” he said.More middle-aged people are using marijuana than in previous years. Meanwhile, poison control centers are receiving more calls and states are seeing increasing numbers of ER visits due to people passing out, hallucinating or experiencing other issues as cannabis (legal or not) becomes more readily available in many parts of the U.S.I had my own misadventure with the drug seven years ago, before it was legalized for recreational use in California, where I was visiting from Alabama for breast cancer treatment. My husband and I went looking for pot, but this hunt wasn’t like the ones I went on as a teenager. I needed cannabis to ease any post-chemo nausea I might experience and to help blunt my anxiety the night before I’d be hooked up to the “red devil” for the first time.Another patient had told us about a medical dispensary in Santa Ana. At the large, slick metal building tucked indiscreetly behind a shiny shopping center, I signed up for a membership with the dispensary’s club under the name “Lanier Insomnia” so a remote doctor would “prescribe” something for me. However, I quickly learned that it was illegal to dispense to anyone who was not a resident of the state.That’s how my husband and I found ourselves in late-afternoon traffic on the six-lane highway headed to a “church” of “cannabis ministries” in a low-slung building next to a motel and a tattoo parlor. There were several doors in the strip center with darkened windows but not one sign.It was getting dark, and as we stood on the sidewalk trying to figure out where the church was, a man appeared from a black SUV, asked us if we needed help, and took us to the right door. Inside a small waiting room with a receptionist behind a glass panel, I filled out a membership form for my new church, where I became a believer in cannabis and pot was a sacrament, and I waited while a TV played a program about waltzing black holes. Once I was buzzed into the next room, a young man behind a glass counter full of pipes and paraphernalia convinced me that all cancer patients needed “Ricky Simpson oil,” or RSO.I now know that Rick Simpson was a skin cancer patient who read about a study in which THC killed cancer cells in mice, so he came up with a process of extracting as many cannabinoids from the cannabis plant as possible, making a substance that was high in THC and extremely potent. My husband gallantly offered to do a test drive of the oil for me, which meant dabbing it on a joint. After a while, when he didn’t feel anything, he added more RSO, and at that point I insisted it was my turn.The next thing I knew, I’d become a thousand raw nerve endings. Everything took on a cartoonish feel. The only thing to do was to try to sleep, but the walls were breathing. I did doze off but woke up to my husband pacing the floor and yelling into the phone, “Hey, Siri, can you overdose on Ricky Simpson oil?” Siri didn’t respond, and I cannot tell you how many times he yelled at Siri while I kept thinking there were men with guns in the parking lot about to invade our room.The following day, we were both jagged. I was in the worst possible state to deal with chemo, but things were going OK until I accidentally ate someone else’s lunch from the refrigerator at the cancer center. When the hungry woman demanded to know why I ate her lunch, I could only sputter some nonsense and thank Ricky for my predicament. Later, when I started crying, all I could say to the bewildered nurse was: “I’m from the South. People cry there.”When I told the doctor what happened, she asked: “Why didn’t you say something? I could have prescribed you something less potent.” Studies have shown that cannabis can ease stress, nausea and pain; decrease inflammation; and help with certain health conditions like epilepsy. But if you’re going to partake — for medical reasons or just a good time — you should know that things are different from the Cheech and Chong days, when it took an entire joint to get high.Now, you don’t even need RSO to be launched into orbit. With just a few hits or a tiny piece of cannabis candy, you can become fully baked because, over the past 50 years, the average amount of THC in cannabis products has increased — sometimes as much as tenfold. Back in the day, smoking a bowl of brown sticks and stems was like eating Kraft cheese, while what’s sold today is more like fancy feta cheese. It’s great to get more bang for your buck, but you want to make sure you’re aware of just how much bang you’re getting.So, if you’re looking to buy some edibles, smoke some weed or drink some cannabis-infused tea from one of the thousands of dispensaries across the country, know your state laws. And when you travel to another state, get up to speed on its laws too. Make sure that the product you buy has a certificate of analysis to ensure quality control and low toxicity. Consider buying from a Black-owned business. (Despite the disproportionate number of weed-related arrests that Black individuals have historically faced, in 2021 under 2% of cannabis businesses were owned by Black entrepreneurs — all the more reason to support them.) Then, do some research to understand potency levels, learn the difference between the types of products, check for other ingredients and additives, and go slow. One of the great things about buying cannabis today is that there’s more variety, and most products list how many grams of THC you’ll be consuming per serving. That means you can slice that gummy in half, just have a few puffs, or devise whatever way feels right to customize your high. Lastly, it’s not a bad idea to talk to your doctor before using cannabis, especially if you’re taking medications that could interact with the drug.Since my disastrous experience in that hotel, I’ve tried weed gummy bears a couple of times for anxiety, but I didn’t like how disoriented I felt. During the teenage wasteland of the ’70s and ’80s, I loved that fun-house feeling and the ritual of smoking pot with my friends. Weed was everywhere, and my brother making hashish from a gadget he ordered from the back of High Times with the pot he grew in a friend’s basement, or our suburban backyard, wasn’t unusual. I now realize that when I smoked in my 20s, I was simply trying to take the edge off my stress. By the time I became a mother, I felt I couldn’t find real relief at the bottom of a bong — it just didn’t do anything positive for me anymore — and I found other ways to cope. Still, for many people, especially those my age, it’s a positive thing. Live and let live, right? A New Declaration of Animal Consciousness

A group of prominent scientists believes fruit flies, fish, and mollusks might experience pain and pleasure.

This article was originally published by Quanta Magazine.In 2022, researchers at the Bee Sensory and Behavioral Ecology Lab at Queen Mary University of London observed bumblebees doing something remarkable: The diminutive, fuzzy creatures were engaging in activity that could only be described as play. Given small wooden balls, the bees pushed them around and rotated them. The behavior had no obvious connection to mating or survival, nor was it rewarded by the scientists. It was, apparently, just for fun.The study on playful bees is part of a body of research that a group of prominent scholars of animal minds cited earlier this month, buttressing a new declaration that extends scientific support for consciousness to a wider suite of animals than has been formally acknowledged before. For decades, there’s been a broad agreement among scientists that animals similar to us—the great apes, for example—may well have conscious experience, even if their consciousness differs from our own. In recent years, however, researchers have begun to acknowledge that consciousness may also be widespread among animals that are very different from us, including invertebrates with completely different and far simpler nervous systems.The new declaration, signed by biologists and philosophers, formally embraces that view. It reads, in part: “The empirical evidence indicates at least a realistic possibility of conscious experience in all vertebrates (including all reptiles, amphibians, and fishes) and many invertebrates (including, at minimum, cephalopod mollusks, decapod crustaceans, and insects).” Inspired by recent research findings that describe complex cognitive behaviors in these and other animals, the document could represent the beginnings of a new consensus and suggests that researchers may have overestimated the degree of neural complexity required for consciousness.The four-paragraph New York Declaration on Animal Consciousness was unveiled on April 19 at a one-day conference called The Emerging Science of Animal Consciousness being held at New York University. Spearheaded by the philosopher and cognitive scientist Kristin Andrews of York University in Ontario, the philosopher and environmental scientist Jeff Sebo of NYU, and the philosopher Jonathan Birch of the London School of Economics and Political Science, the declaration has so far been signed by 88 researchers, including the psychologists Nicola Clayton and Irene Pepperberg, the neuroscientists Anil Seth and Christof Koch, the zoologist Lars Chittka, and the philosophers David Chalmers and Peter Godfrey-Smith.[Read: Do animals have feelings?]The declaration focuses on the most basic kind of consciousness, known as phenomenal consciousness. Roughly put, if a creature has phenomenal consciousness, then it is “like something” to be that creature—an idea enunciated by the philosopher Thomas Nagel in his influential 1974 essay, “What Is It Like to Be a Bat?” Even if a creature is very different from us, Nagel wrote, “fundamentally an organism has conscious mental states if and only if there is something that it is like to be that organism … We may call this the subjective character of experience.” If a creature is phenomenally conscious, it may have the capacity to experience feelings such as pain, pleasure, and hunger, but not necessarily more complex mental states such as self-awareness.“I hope the declaration [draws] greater attention to the issues of nonhuman consciousness, and to the ethical challenges that accompany the possibility of conscious experiences far beyond the human,” Seth, a neuroscientist at the University of Sussex, wrote in an email. “I hope it sparks discussion, informs policy and practice in animal welfare, and galvanizes an understanding and appreciation that we have much more in common with other animals than we do with things like ChatGPT.”The declaration began to take shape last fall, following conversations among Sebo, Andrews, and Birch. “The three of us were talking about how much has happened over the past 10 years, the past 15 years, in the science of animal consciousness,” Sebo recalls. Scientists now believe, for example, that octopuses feel pain and cuttlefish remember details of specific past events. Studies in fish have found that cleaner wrasse appear to pass a version of the “mirror test,” which some researchers say indicates a degree of self-recognition, and that zebrafish show signs of curiosity. In the insect world, bees show apparent play behavior, while Drosophila fruit flies have distinct sleep patterns that might be influenced by their social environment. Meanwhile, crayfish display anxiety-like states—and those states can be altered by anti-anxiety drugs.These and other signs of conscious states in animals that had long been considered less than conscious excited and challenged biologists, cognitive scientists, and philosophers of mind. “A lot of people have now accepted for a while that, for example, mammals and birds are either conscious or very likely to be conscious, but less attention has been paid to other vertebrate and especially invertebrate taxa,” Sebo says. In conversations and at meetings, experts largely agreed that these animals must have consciousness. However, this newly formed consensus wasn’t being communicated to the wider public, including other scientists and policy makers. So the three researchers decided to draft a clear, concise statement and circulate it among their colleagues for endorsement. The declaration is not meant to be comprehensive but rather “to point to where we think the field is now and where the field is headed,” Sebo says.The new declaration updates the most recent effort to establish scientific consensus on animal consciousness. In 2012, researchers published the Cambridge Declaration on Consciousness, which said that an array of nonhuman animals, including but not limited to mammals and birds, have “the capacity to exhibit intentional behaviors” and that “humans are not unique in possessing the neurological substrates that generate consciousness.”The new declaration expands the scope of its predecessor and is also worded more carefully, Seth wrote. “It doesn’t try to do science by diktat, but rather emphasizes what we should take seriously regarding animal consciousness and the relevant ethics given the evidence and theories that we have.” He wrote that he is “not in favor of avalanches of open letters and the like,” but that he ultimately “came to the conclusion that this declaration was very much worth supporting.”Godfrey-Smith, a philosopher of science at the University of Sydney who has worked extensively with octopuses, believes that the complex behaviors those creatures exhibit—including problem-solving, tool use, and play behavior—can be interpreted only as indicators of consciousness. “They’ve got this attentive engagement with things, with us, and with novel objects that makes it very hard not to think that there’s quite a lot going on inside them,” he says. He notes that recent papers looking at pain and dreamlike states in octopuses and cuttlefish “point in the same direction … toward experience as being a real part of their lives.”Although many of the animals mentioned in the declaration have brains and nervous systems that are very different from those of humans, the researchers say that this needn’t be a barrier to consciousness. For example, a bee’s brain contains only about 1 million neurons, compared with some 86 billion in the case of humans. But each of those bee neurons may be as structurally complex as an oak tree. The network of connections they form is also incredibly dense. The nervous system of an octopus, by contrast, is complex in other ways. Its organization is highly distributed rather than centralized; a severed arm can exhibit many of the behaviors of the intact animal.The upshot, Andrews says, is that “we might not need nearly as much equipment as we thought we did” to achieve consciousness. She notes, for example, that even a cerebral cortex—the outer layer of the mammalian brain, which is believed to play a role in attention, perception, memory, and other key aspects of consciousness—may not be necessary for the simpler phenomenal consciousness targeted in the declaration.“There was a big debate about whether fish are conscious, and a lot of that had to do with them lacking the brain structures that we see in mammals,” she says. “But when you look at birds and reptiles and amphibians, they have very different brain structures and different evolutionary pressures—and yet some of those brain structures, we’re finding, are doing the same kind of work that a cerebral cortex does in humans.”Godfrey-Smith agrees, noting that behaviors indicative of consciousness “can exist in an architecture that looks completely alien to vertebrate or human architecture.”Although the declaration has implications for the treatment of animals, and especially for the prevention of animal suffering, Sebo notes that the focus should go beyond pain. It’s not enough for people to prevent animals in captivity from experiencing bodily pain and discomfort, he says. “We also have to provide them with the kinds of enrichment and opportunities that allow them to express their instincts and explore their environments and engage in social systems and otherwise be the kinds of complex agents they are.”[Read: The mirror test is broken]But the consequences of bestowing the label of “conscious” onto a wider array of animals—particularly animals whose interests we are not used to considering—are not straightforward. For example, our relationship with insects may be “inevitably a somewhat antagonistic one,” Godfrey-Smith says. Some pests eat crops, and mosquitoes can carry diseases. “The idea that we could just sort of make peace with the mosquitoes—it’s a very different thought than the idea that we could make peace with fish and octopuses,” he says.Similarly, little attention is given to the well-being of insects such as Drosophila, which are widely used in biology research. “We think about the welfare of livestock and of mice in research, but we never think about the welfare of the insects,” says Matilda Gibbons, who researches the neural basis of consciousness at the University of Pennsylvania and has signed the declaration.Although scientific bodies have created some standards for the treatment of lab mice, it’s not clear if today’s declaration will lead to new standards for the treatment of insects. But new scientific findings do sometimes spark new policies. Britain, for example, enacted legislation to increase protection for octopuses, crabs, and lobsters after a London School of Economics report indicated that those animals can experience pain, distress, or harm.Although the declaration makes no mention of artificial intelligence, the issue of possible AI consciousness has been on the minds of animal-consciousness researchers. “Current AI systems are very unlikely to be conscious,” Sebo says. However, what he’s learned about animal minds “does give me pause and makes me want to approach the topic with caution and humility.”Andrews hopes that the declaration will spark more research into animals that have often been overlooked, a move that has the potential to further expand our awareness of the scope of consciousness in the animal world. “All these nematode worms and fruit flies that are in almost every university—study consciousness in them,” she says. “You already have them. Somebody in your lab is going to need a project. Make that project a consciousness project. Imagine that!”

Climate change is increasing the number of days people are exposed to hazardous pollution, affecting already disadvantaged communities the most.

All told, transportation experts say, the area where Gaddy and her neighbors live sees an average of roughly 20,000 truck trips each day.Researchers cite the exhaust produced by all of that road travel as a major reason why asthma rates among Newark residents is about twice the national average.“You hear of Newark every time somebody gets killed, it’s a homicide, but asthma is the silent killer—and that is a real health injustice,” said Gaddy, 60, who founded the South Ward Environmental Alliance, a local climate change advocacy group. “You know, asthma, heart attacks, respiratory illnesses—these are the things that harm our community.”Kim Gaddy, founder of the South Ward Environmental Alliance, said asthma is a “silent killer” in her hometown of Newark, New Jersey. A new report by the American Lung Association shows how polluted air continues to place the health of millions of other Americans in jeopardy.The lung association’s latest “State of the Air” report—an annual survey of air quality nationwide—found that more than a third of all Americans, or about 131 million people, are living in communities with unhealthy levels of air pollution.The report also found that from 2020 to 2022 the nation experienced more days with air quality that would be classified by the association as hazardous than at any other time over the past quarter century.While acknowledging the efficacy of a series of clean-air measures that have been enacted over the past 50 years, officials with the association said that the report also underscored how the warming planet continues to worsen levels of unhealthy air.

The climate crisis is a sexual health and reproductive rights emergency

As global temperatures rise, so do the challenges for abortion access and women's health services

In the wake of Earth Day, West Africa is facing a historic and deadly heatwave, last month was the tenth hottest month in a row in the U.S., and Americans and people across the globe are already bracing for what scientists are predicting will be yet another record-breaking summer with more extreme heat and weather events in store. Those of us paying attention know it to be true: the climate crisis is here. Climate change is perhaps the defining crisis of our time and our rapidly changing climate will undoubtedly affect every aspect of human life – including people’s sexual and reproductive health. Women and girls disproportionately bear the brunt of climate-related events and environmental stress – women comprise 20 million of the 26 million people estimated to have been displaced already by climate change. As the climate crisis ravages our world, many have ignored the detrimental impact it has on women’s lives, their access to health care and their agency to create the families and futures of their choosing. But we can no longer ignore this reality.  Our global community is experiencing a swift rise in disastrous weather events from droughts and flooding to extreme heat and freak storms. As I wrote when Hurricane Harvey struck Texas several years ago, during these ever-more-frequent emergencies, sexual and reproductive health services are often “invisible” when compared with food and emergency medicine in humanitarian relief efforts and crisis settings. But reproductive health services such as contraception and abortion are also critical and time-sensitive. We simply cannot talk about the dangers and harms of climate change without including the impact on reproductive health. It’s past time to recognize that climate justice is a reproductive justice issue.  Sexual and reproductive health services are often “invisible” when compared with food and emergency medicine in humanitarian relief efforts and crisis settings. Let’s take one example: access to clean water. In Kenya, and in many places across the globe, access to clean water is increasingly in jeopardy due to ongoing cycles of drought and flooding brought on by climate change. Without access to clean water, women cannot safely give birth. They cannot receive basic reproductive care. Health care providers in Kenya have reported turning away women seeking reliable long-term contraception like implants and IUDs, as well as women actively in labor, because they cannot sanitize the health facility. Additionally, sea level rise in Bangladesh has turned many freshwater sources into salt water, forcing women in these communities to bathe, drink and fish in non-fresh water, which has been linked to hypertension, preeclampsia and a rise in miscarriage and dangerous gynecological infections. As these droughts, floods and other climate emergencies force people from their homes and create climate refugees, we know women face elevated risk of gender-based violence, forced prostitution, forced marriage and unwanted pregnancy. Women are not only more likely than men to be displaced by climate change, they are disproportionately negatively impacted by displacement. Furthermore, what is deeply troubling is in the wake of climate emergencies, even humanitarian aid is rife with a minefield of harms for women and girls. In Mozambique, women report being exploited by government officials in charge of food aid distribution after climate disasters, offering them extra food in exchange for sexual favors. In times of emergency, the last worry on a mother’s mind should be wondering if she or her children will be safe from sexual violence if they seek shelter in government-provided housing. So many women in the world are enduring these horrors as a result of the climate crisis. It is heartbreaking, terrifying and unacceptable. Yet, research from Ipas, the non-profit reproductive justice organization where I am president, indicates that women in Bangladesh have faced increased sexual harassment and assault in community cyclone centers. Researchers on my team have also spoken with countless women and girls who are afraid to use the bathroom in humanitarian aid-provided shelters because the facilities are shared by men and often lack door locks and lighting, causing them to painfully hold their urine for fear of being sexually assaulted. So many women in the world are enduring these horrors as a result of the climate crisis. It is heartbreaking, terrifying and unacceptable – we cannot allow them to go unaddressed or become worse. We are already feeling the fallout of the climate crisis – it's no longer a question of whether or not it exists, but rather how will we deal with the already catastrophic transformation of our world that climate change will create. As we puzzle through that enormous problem, we must prioritize women and girls’ sexual and reproductive health. So what does that look like? At minimum, it means integrating abortion access and sexual and reproductive health and rights into climate justice efforts at the local, regional and global levels, including in the wake of disasters. It means prioritizing the views of women in climate solutions.   And it means empowering women in community decision-making. But we must think more boldly. Climate change calls on us to radically re-imagine health service delivery. Brick and mortar clinics will not serve us if they are washed away or are without electricity and staff. This is a call for public health professionals to move beyond “resilience” to re-imagination. We must radically re-imagine the health system, and we are very far behind in doing so. In the meantime, people suffer. While our scientists, researchers, policymakers and experts work to mitigate climate change, we must ensure we are guided by a commitment to creating a world in which women and girls have bodily autonomy, are resilient in the face of climate change, and have the power to determine their own futures. Instead it is impregnated with invisible sweat, dust and smell-causing body oils, with the issue acute for “malodour-retaining” athleisure wear.Eduardo Campanella, the business group president at Unilever Home Care, which owns household names including Persil and Comfort, explains the source of the problem: “Athleisure wear is made from synthetic fibres which have been specifically constructed with a capillary action to wick away wetness from the body.”“In addition to this, synthetic fibres are more hydrophobic [oil-loving] which naturally hold on to body oil and body excretion. The Ministry of Environment and Energy (MINAE) and the National System of Conservation Areas (SINAC-MINAE) annouced the Constitutional Court rejected the action filed by several fishermen associations against the expansion of the boundaries of Cocos Island National Park established through Executive Decree No. 43368-MINAE. The constitutional judges unanimously considered that the aforementioned decree does not violate constitutional rights. “A consultation process was carried out prior to the issuance of the challenged decree in which the fishing sector was given ample participation and in which it was able to raise issues, doubts, request additional hearings and provide evidence,” the Constitutional Court declared. The plaintiffs claimed that the Decree was contrary to Articles 11, 28, 33, 34, 45, 46, and 50 of the Political Constitution, and that it violated the constitutional principles of regulatory power, legal reserve, free enterprise, right to work, innocence, legality, reasonableness, legitimate trust, and pro homine. The judges also pointed out that there are technical studies that demonstrated the viability of issuing the decree, in order to provide greater protection to the Cocos Island National Park and the Bicentennial Marine Area. “The permits, concessions, and authorizations of the fishermen have not been modified or affected, and the scope of the decree seeks to provide greater protection to the marine resource, so that neither legal certainty nor legitimate trust is harmed,” the Chamber said. The process of expanding the area was based on technical-scientific studies prepared by academia and researchers, a model for defining sites of conservation importance, and various other sources. Prior to the publication of the Executive Decree, MINAE-SINAC had carried out a series of participatory roundtables with key stakeholders, such as academia, non-governmental organizations, public institutions, the tourism, and fishing productive sector, among other stakeholders involved in the process. Because of its category, Cocos Island National Park is a protected area that limits its uses to ecotourism, research, and environmental education. “With the expansion, the country meets the international commitments made to conserve 30% of the marine territory by 2030, through the High Ambition Coalition for Nature and People initiative,” commented Franz Tattenbach, Minister of Environment and Energy. Gina Cuza, Regional Director of the Cocos Marine Conservation Area, also noted that this expansion aligns with similar regional efforts by countries like Ecuador, Colombia, and Panama. These efforts are aimed at achieving greater connectivity in the Eastern Tropical Pacific region and safeguarding a marine area that is home to highly migratory, threatened, and vulnerable species. A Solar Panel Standoff Threatens U.S. Climate Plans

Inexpensive Chinese solar panels are pitting Americans who want cheap equipment against those who want to make it

CLIMATEWIRE | A flood of Chinese solar components is casting a shadow on President Joe Biden's climate priorities.That's creating deep divisions in the U.S. solar industry and causing political headaches for the president. American manufacturers are calling for additional trade restrictions on Asian imports amid what they say are market-flooding practices by China that are undermining U.S. plans to build a fleet of solar factories.But those calls are colliding with the interests of some renewable energy developers that rely on China-linked companies for components that are fueling a solar building spree in the U.S. They contend new trade barriers could hinder U.S. efforts to eliminate climate pollution in the electricity sector — a pillar of Biden's environmental agenda.On supporting science journalismIf you're enjoying this article, consider supporting our award-winning journalism by subscribing. Slowing foreign imports could help create demand for domestic components. But it could also hurt Biden's other priority: achieving 100 percent carbon-free power by 2035 — a promise that analysts say can't be met without a full-speed buildout of renewable energy.That might not be possible without imported solar products.“There’s numerous examples of the conflict between President Biden’s decarbonization agenda and his deglobalization agenda,” said Tim Fox, an analyst who tracks the industry at ClearView Energy Partners. “You want to decarbonize with available and cheap solar panels. But you also want to develop solar here at home. There is tension between those two efforts."The situation came to a head this week when seven U.S. solar manufacturers filed petitions with the federal government requesting an investigation into whether the budding U.S. industry is being harmed by what they say are unfair trade practices from China-linked companies operating in Cambodia, Malaysia, Thailand and Vietnam.The manufacturers argued that companies in Southeast Asia are benefiting from foreign subsidies, and exporting below-cost solar components into the U.S. market. That should make them subject to higher tariffs, the manufacturers said.As a warning of what might come, they pointed to an announcement earlier this year by CubicPV, a Massachusetts-based solar manufacturer that scrapped plans for a massive factory after citing a “collapse” in prices and surging construction costs.“We're at a real inflection point now for developing clean energy manufacturing in the United States,” said Scott Paul, president of the Alliance for American Manufacturing. “The presence of the massive amount of industrial overcapacity China has in solar, in [electric vehicles] and related industries is a real threat, and we know this because we've seen this play out before in the United States and in other industries. It doesn't end well.”'Green trade war'The use of trade barriers has long been opposed by developers, who say higher prices driven by tariffs could slow U.S. solar growth and make it more expensive to address climate change.Kevin Hostetler, CEO of Array Technologies, a provider of utility-scale solar trackers, a technology that turns panels toward the sun, said the manufacturers’ trade petition creates “a level of uncertainty and delay” that negatively impacts the U.S. solar industry.“We just simply don't need the short-term shocks to the system that may benefit one or two particular companies, but then harm the broader industry over the course of what could be multiple years,” he said.A statement attributed to a White House spokesperson said the administration won’t weigh in on the petitions, but it pointed to “historic investments” in the solar industry under Biden. The administration is also monitoring potential unfair market practices by China in solar and other sectors.“As President Biden has made clear, his administration is keeping all tools on the table to support the unprecedented investments secured by the President’s agenda and take action to protect American workers and manufacturers against unfair competition,” the statements said, adding that Biden is committed to expanding solar deployment.The solar battle is part of a wider spat between the U.S. and China — that members of the Biden administration are increasingly acknowledging.As China’s domestic real estate market has cooled, the country has leaned heavily on its manufacturing sector to bolster economic growth. Wood Mackenzie, a consulting firm, estimated that Chinese firms make 80 percent of the components in a solar panel, such as polysilicon, wafers, cells and modules.At the same time, S&P Global Market Intelligence said an “unprecedented wave” of imported solar panels — linked largely to China-based companies operating in Southeast Asia — came into the U.S. in 2023. Cambodia, Malaysia, Thailand and Vietnam together accounted for 84 percent of U.S. solar panel imports in the fourth quarter of last year.In Europe, China’s dominance and the supply glut of cheap solar panels has already left manufacturers unable to compete. The surge in foreign panels has the potential to stymie a boom in U.S. solar manufacturing launched by the IRA.U.S. companies have announced plans to build factories capable of churning out 140 gigawatts of solar module capacity, Wood Mackenzie said. But only half of that is likely to be built by 2027, said Elissa Pierce, an analyst who tracks solar manufacturing at the consulting firm. Factories that build subcomponents that go into panels face even bigger hurdles. Of the 61 GW in announced wafer facilities, Wood Mackenzie said only 3.3 GW would be built. Less than one-quarter of the announced cell manufacturing facilities is actually expected to come online.“There is a growing transition from a traditional trade war to a green trade war,” said ClearView’s Fox.Biden administration officials have sharpened their rhetoric in recent weeks."It's important that China recognize the concerns [and] begin to act to address it," Treasury Secretary Janet Yellen said this week. "But we don't want our industry wiped out in the meantime, so I wouldn't want to take anything off the table."Yellen recently traveled to China to discuss the administration’s concerns.'No objective answer'A similar fight in 2022, over China funneling U.S.-bound products through Southeast Asia, left some manufacturers frustrated and prompted a presidential veto. This time could be different.“I can safely say I've never filed a trade case before where there were such strong statements of support in terms of the need to address Chinese dumping, in particular in the renewable energy sector, as we've had in recent weeks,” said Tim Brightbill, co-chair of Wiley Rein’s international trade practice and lead counsel in the manufacturers’ recent petitions.Those petitions, filed Wednesday, are backed by First Solar, Qcells, Meyer Burger, Mission Solar, REC Silicon, Convalt Energy and Swift Solar — many of which have announced new expansions or investments since passage of Democrats’ climate law.It comes on the heels of a request from Qcells, a South Korean solar maker that has invested $2.5 billion in new factories in Georgia, to end an exemption under an existing tariff regime on bifacial solar panels.The company said double-sided modules now compose over 98 percent of U.S. solar module imports — meaning less than 2 percent of imports are subject to duties. The administration is reportedly planning to soon grant that request.Brightbill called the IRA “a once-in-a-lifetime opportunity to reclaim the solar supply chain and the solar manufacturing process here in America.” But, he added, “you have to not just have the investment, you have to have enforcement as well.”But the petitions received an icy response from the industry’s largest trade groups.In a joint response Wednesday, the Solar Energy Industries Association, American Clean Power Association, Advanced Energy United and American Council on Renewable Energy expressed concern that the trade petitions “will lead to further market volatility across the U.S. solar and storage industry and create uncertainty at a time when we need effective solutions that support U.S. solar manufacturers.”The administration has also faced bipartisan pressure from lawmakers to take additional steps to support the domestic industry. That’s included calls to better incentivize purchases of U.S.-made solar components through stronger tax credits, and to further address stockpiling of Chinese-linked products.“China is running the same playbook Ohio steelworkers know all too well, routing their products through other southeast Asian countries to try to get around the rules,” Ohio Sen. Sherrod Brown, a Democrat who is facing a tough reelection race, said in a statement. “The Administration cannot let them get away with it.”The administration last year determined Chinese companies were funneling solar products through Southeast Asia in order to avoid tariffs. Then it did the opposite of what many manufacturers had hoped: It placed a two-year moratorium on new tariffs, after the initial inquiry prompted months of infighting within the solar industry.The moratorium ends in June, and duties on solar modules are expected to resume for companies that are circumventing tariffs. “We will enforce that rigorously — including ensuring that imported panels are not being inappropriately stockpiled,” a White House official told POLITICO, speaking anonymously to abide by administration guidelines.Antoine Vagneur-Jones, head of trade and supply chains at BloombergNEF, said the U.S. faces a choice. He pointed to Europe as an example of the stakes. Solar modules there are roughly half as expensive as those in the U.S., due to a lack of trade barriers. Yet European solar factories are closing, leaving the continent almost entirely dependent on China for solar equipment.Adopting tariffs could help expand factories in the U.S., creating jobs and political support for the industry, he said. But it will mean higher costs for solar panels as critics contend that cleaner energy sources is already too expensive.“Are you prioritizing speed? Are you prioritizing not being entirely reliant on one region?
